Where's the help for the small companies to build their own apps, getting around some of these CC fees?

Small transactions (< $5) really get hit hard with fees. I worked in payment processing for a bit and I tried building a system that would aggregate charges into batches so it would cut down on fees but it required large scale usage to be really beneficial.
Curious how MC says it will fix that
